States have obligations to facilitate public participation in environmental decision-making. These obligations flow from the rights of individuals to participate in the government of their country and in the conduct of public affairs, and they are also necessary to safeguard a broad range of rights from environmental harm. Good practices in connection with public participation include: laws providing for public participation in the development of environmental laws; laws requiring public participation in environmental impact assessment procedures; the promotion of informed participation by those most affected by environmental harms; and practices in which civil society organizations have facilitated public participation.
